S. Benedict Dossen

S. Benedict Dossen is a Global Mental Health Specialist, a recognized leader in public behavioral health, and a key architect of Liberia’s mental health transformation. He serves as Senior Country Representative for The Carter Center in Liberia and provides strategic leadership for its mental health initiatives across Africa. He brings expertise in policy reform, governance, program design and implementation, workforce development, strategic advocacy, and systems integration. His achievements include contributions to multiple national mental health policies and strategic plans, the country’s first modern mental health law and regulations, and strengthened MHPSS for health emergencies. His work has advanced integration of mental health in schools, communities, and law enforcement. He has held senior advisory roles nationally and globally, including with WHO’s STAG-MNS. A former President of the National Association of Social Workers in Liberia, Kofi Annan Fellow, and Chevening Scholar, he received Liberia’s 2024 Outstanding Service Award for exceptional service leadership in mental health
