Dr. Dissia Fittouin is a field epidemiologist trained in Cameroon from 2016 to 2018 and has extensive experience in health security and public health emergency management in Chad and the African region. He has been a civil servant with the Ministry of Health since 2011 and worked from 2009 to 2010 with organizations such as Doctors Without Borders (MSF) and a national NGO managing refugees from the Central African Republic in the south and Sudanese refugees in the east. Since 2021, he has worked at the Ministry of Public Health and Prevention as coordinator of the Public Health Emergency Operations Centre (PHEOC) and focal point for the International Health Regulations (IHR). He actively participates in the implementation of the IHR, notably through the development of the national health security action plan. He represents the Ministry of Health on the Permanent Secretariat of the One Health platform.
He has participated in the management of major health crises, including the response to the Ebola virus disease and COVID-19 epidemics in the Democratic Republic of Congo, where he worked as a consultant for the World Health Organization from January 2019 to February 2021. Dr. Dissia’s work focuses on strengthening health security systems, emergency preparedness, and coordinating national epidemic response operations, as well as managing humanitarian crises such as the Sudanese refugee crisis in eastern Chad and natural disasters (floods). At the continental level, he is the spokesperson for AVoHC-SURGE in his country.
