Josephat is a global health policy leader with over two decades of experience in Global Health Leadership including Global Health Policy and Advocacy, Leadership Development, Diplomacy, Institutional Strengthening, Organizational Development, and Programme Management and Implementation, and Monitoring, Evaluation and Learning (MEAL).
Josephat has provided oversight over Africa’s strategic engagements in Global Health Initiatives’ (GHIs) governance bodies, in identifying and strengthening strategic partnerships and supporting Africa’s Global Health Cooperation with strategic stakeholders in the global health community.
He was previously based in Addis Ababa, Ethiopia, where he was Executive Director of the Africa Constituency Bureau for the Global Fund (ACB), an African continental Global Health Policy Think Tank that supports Africa’s engagement in Global Health Initiatives’ governance bodies. He, inter alia, led the development of the Common African Position on myriad policy issues in governance bodies of Global Health Initiatives. Central to advancing Common African Position included strategic engagement of African and international stakeholders not in the least including African governments, regional entities including the African Union, Africa CDC, Ministries of Health, continental Civil Society Organizations (CSOs), technical partners, and regional think tanks on various policy research, policy analysis, and policy advocacy initiatives.
Since leaving the African Constituency Bureau, Josephat operates as a Global Health Policy Consultant with notable clients including Africa CDC, the Global Fund’s WHO Africa Regional Office.
Most recently, Josephat has been part of a team researching on “Africa’s membership at the Global Fund board: is it fair, effective, equitable and representative?” This study was commissioned by Supporting Health Initiatives (SHI), a Division of Wits Health Consortium, University of Witwatersrand, Johannesburg, South Africa. The research resulted in publication of an article entitled: “It is time to increase Africa’s governmental representation on the governing board of the Global Fund to fight AIDS, tuberculosis and malaria” published in the British Medical Journal (BMJ) in August 2025.
Josephat is currently a PhD candidate at the University of the Western Cape (UWC) in South Africa. Outside professional experiences, Josephat is passionate about Agro-forestry and has planted a 100 hectare plantation.
