Dr. Lamboly Guy-Noel Kumboneki is a physician and public health professional from the Democratic Republic of Congo, currently serving as Senior Programme Officer for HIV and AIDS at the Southern African Development Community (SADC), based in Botswana. He graduated from the Kofi Annan Fellowship in Global health leadership program in May 2024.
He has a good track record in managing and motivating diverse, cross-functional teams at national, regional, and technical levels. He carries with him several years of experience in the formulation of polices, programs and strategies related to Health System, Disease, Population, and Nutrition at the continental and in monitoring their implementation within Member States in the SADC Region. Dr Kumboneki has experience in building strong and successful partnership with donors and, as well as in-depth experience in strategic management, recruitment, budget management, fund raising and technical proposal writing.
His work focuses on public health program implementation at the regional level, to coordinate Health and HIV strategies across 16 Member States. His role includes supporting countries in policy development, implementation, and monitoring, while aligning regional priorities with global partners such as WHO, UNAIDS, and the Africa CDC.
Through his work, he has contributed to strengthening cross-border HIV programs, the establishment of the SADC Pooled Procurement; improving access to care, and enhancing coordination among countries to address public health challenges. As a Kofi Annan Fellow, his Leadership Challenge Project focused on establishing Regional Health Financing Hubs within Regional Economic Communities. This initiative aimed to provide technical expertise to support countries in designing and implementing sustainable health financing reforms.
