Ida Hakizinka is an economist, public health specialist, and global health leader with more than 24 years of experience supporting governments, donors, and multilateral institutions across Africa. Her expertise spans health financing, public financial management, health systems strengthening, governance, resource mobilization, and strategic advisory services.
Since January 2026, Ida has served as Technical Director with Azura Sankofa Advisory at Management Sciences for Health (MSH), where she provides strategic advice to governments and development partners on health financing reforms, domestic resource mobilization, health system resilience, governance, and sustainable development.
Prior to joining MSH, Ida served as Executive Director of Aidspan, an independent organization dedicated to strengthening the effectiveness, transparency, and accountability of Global Fund investments. She also previously held senior leadership positions within Rwanda’s health sector, including serving as Coordinator of the Global Fund Projects Management Unit and as Permanent Secretary of the Rwanda Country Coordinating Mechanism (CCM).
Throughout her career, Ida has played a significant role in global health governance and financing, supporting the mobilization and oversight of major investments for HIV, tuberculosis, malaria, immunization, and health systems strengthening. She has worked extensively with African governments, supreme audit institutions, regional bodies, and international partners to improve accountability, performance, and sustainability of health programs.
In recognition of her contributions to global health, she was named among the Francophone Women Leaders in Global Health in 2018. She is an alumna of the Kofi Annan Global Health Leadership Programme and remains committed to advancing African-led solutions for stronger, more resilient, and sustainable health systems.
