Herryman Moono is a Social Health Protection Economist with 15 years of experience in healthcare financing and social protection policy. He holds an MSc in Global Health Science from the University of Oxford, an MSc in Economics from the University of Sheffield, and a BA in Economics from the University of Zambia.
Herryman currently serves as Director of Research, Planning and Strategy at Zambia’s National Health Insurance Management Authority, where he supports the implementation of the national health insurance scheme to advance Universal Health Coverage.
His work focuses on health financing reforms for the provision of financial risk protection and extending health insurance coverage to all Zambians, particularly underserved populations. During the Kofi Annan Fellowship, he developed an innovative concept on health financing for the poor to expand coverage for vulnerable groups, drawing on lessons from Rwanda, which contributed to local and international resource mobilization efforts that extended health insurance coverage to over 200,000 poor and vulnerable households, and spurred job creation in the health sector. Beyond his national role, he contributes to regional and global health policy. He serves on the WHO UHC2030 Steering Committee as the Zambia Country Representative and the ILO Global Tripartite Advisory Committee, and previously served as Vice President of the African Federation of Public Health Associations (2023 – 2026).
