Blair Sibale is a reproductive health professional with more than 22 years of experience working within the Government of Malawi across various levels of health service delivery. He has extensive expertise in the design, management, implementation, monitoring, and evaluation of sexual and reproductive health and rights (SRHR) programmes, with a strong focus on rights-based approaches emphasizing gender, diversity, and human rights.
His professional experience has provided him with a deep understanding of health and development challenges in Malawi. He has also played key roles in budgeting, planning, resource mobilization, and collaboration with implementing partners to strengthen effective and efficient service delivery.
Currently, Blair serves as Chief Reproductive Health Officer in the Ministry of Health – Reproductive Health Directorate, where he leads the Cervical Cancer Control, Prevention, and Treatment Programme (CECAP). He holds a Master of Science in Reproductive Health with specialization in Health Policy, Planning, and Financing, a Bachelor of Science in Nursing, and a postgraduate university certificate in Midwifery from the University of Malawi.
