The Africa Centres for Disease Control and Prevention (Africa CDC) invites eligible and qualified bilingual English/French consultancy firms to submit proposals for the Feasibility Assessment of the Establishment and Implementation of a Continental Health Financing Observatory for African Union Member States.
The consultancy will undertake a comprehensive feasibility assessment for the proposed Sustainable African Centre for Investment in Health Accountability (SACIA) Observatory, including the development of an institutional model, governance framework, financial sustainability pathway, and phased implementation roadmap to strengthen health financing intelligence, foster fiscal dialogue and evidence-informed decision-making and policy reforms across AU Member States.
Duration: Three (3) months with the possibility of extension based on project needs.
Location: Remote, with in-country missions in two (2) AU Member States.
Interested firms are requested to submit their proposals in accordance with the requirements and instructions set out in the Solicitation Document.
Interested firms must be legally registered, bilingual (English/French) consultancy firm or consortium with demonstrated expertise in health financing, public financial management (PFM), governance, institutional analysis, and multidisciplinary project management.

Objective
The objective of the consultancy is to a produce a comprehensive, evidence-based feasibility assessment that will enable Africa CDC leadership and AU governance bodies to determine the most appropriate strategic positioning, institutional architecture, governance arrangements, operational scope, sustainability pathway, and implementation model for a continental health financing observatory, and to clarify its niche and value-add within the existing continental and global health financing landscape.
