Risk Management Policy, February 2025
1. PURPOSE
This Risk Management Policy establishes a systematic and consistent approach to identifying, assessing, and managing risks across Africa CDC using a common risk language. It ensures risk management is embedded in organizational systems, tasks, and processes at all levels. This policy aligns with the African Union’s Agenda 2063 and Enterprise Risk Management (ERM) Policy Framework, the New Public Health Order, the Lusaka Agenda, COSO ERM Framework and enhances compliance with ISO 31000: 2018. This policy aims to support effective decision-making, enhance operational efficiency, and safeguard the organization’s resources and reputation. This
system helps ensure Africa CDC achieves its mission to promote health security across the continent with minimized exposure to potential risks. By integrating internationally recognized enterprise risk management (ERM) frameworks, Africa CDC enhances its resilience and effectiveness in responding to emerging public health threats.
Africa CDC operates in a complex and dynamic environment characterized by climate change, limited healthcare infrastructure, socio-political instability, and emerging infectious diseases. The Africa CDC 2023-2027 Strategic Plan underscores the need for a robust
risk management framework to ensure operational efficiency and sustainability.
Therefore, the Africa CDC in line with its risk management strategy follows a risk-intelligent model that integrates proactive risk assessment, mitigation, and response mechanisms while fostering a culture of continuous improvement and adaptive risk management.
2. SCOPE
This policy applies to all activities of Africa CDC, including:
• Public health emergencies
• Operational processes
• Financial sustainability
• Stakeholder relationships
• Compliance with regulations
• Programmatic activities
• Data governance, security and privacy
• All staff members at all levels, contractors, volunteers, partners, and anyone working for or on behalf of Africa CDC.
