Engagement of an External Consultancy Firm to Develop Africa CDC Institution-Wide Digital Health Governance Policies, Frameworks, and Standard Operating Procedures

The African Union has received financing from the World Bank toward the cost of the Africa Centres for Disease Control Support Program to Combat Current and Future Public Health Threats Project and intends to apply part of the proceeds for consulting services.

Africa Centres for Disease Control and Prevention (Africa CDC) is advancing institution-wide digital transformation to strengthen epidemic intelligence, integrated surveillance, data analytics, emergency response, laboratory systems, program monitoring, and other public health functions across the continent. Governance, policies, and standards are critical to serving the entire institution including existing digital tools / platforms. The resulting outputs will be reusable across all current and future digital health platforms, tools, and initiatives implemented by Africa CDC.

Africa CDC therefore seeks a qualified external consultancy firm to develop a comprehensive, coherent and implementable set of digital health governance instruments (policies, frameworks, standards, Standard Operating Procedures (SOPs), templates, and toolkits) aligned with applicable African Union (AU) and Africa CDC institutional frameworks and consistent with internationally recognized best practices, including data protection, privacy, ethics, cybersecurity, interoperability, and responsible data use principles

The resulting governance package should enable Africa CDC to:

  1. reduce fragmentation and duplication across digital solutions,
  2. ensure data protection, security and compliance,
  3. improve data quality, interoperability and reuse,
  4. accelerate safe deployment of digital tools,
  5. strengthen accountability, stewardship and decision-making for institution-wide digital health, and
  6. strengthen digital health governance at an institutional level.

The African CDC now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services.  Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.  The shortlisting criteria are:

  1. Qualifications and experience of the firm; such as Core business and years in business
  2. Relevant experience of the firm related to the assignment
  3. Technical and managerial capability of the firm

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 Revised February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
