Executive Summary

This proposal requests consulting services to ultimately compile a Policy Roadmap addressing policy issues that impede Africa’s progress toward its ambition of having 60% of required vaccines manufactured on the continent by 2040, as detailed in the Framework for Action. The consultant will deliver a report on policy impediments, and thereafter moderate a stakeholder workshop to align on the policy impediments/ barriers and develop recommendations informing a policy roadmap to be adopted by member states.

  1. Background

    1.1. The Steering Partners

Africa Centres for Disease Control and Prevention (Africa CDC) is an autonomous health institution of the African Union, charged with the responsibility of promoting the prevention and control of diseases in Africa. One of the Africa CDC’s flagship programmes is African manufacturing of health products. Through the Partnerships for African Vaccine Manufacturing (PAVM), Africa CDC is accelerating the continent’s shift from dependency to self-reliance by building a sustainable end-to-end vaccine R&D, manufacturing and supply chain ecosystem. Launched at the AU’s 2021 summit with a Framework for Action, PAVM set the bold goal to produce 60% of Africa’s vaccine needs by 2040. In February 2024, AU Assembly of Heads of State upgraded the PAVM to the Platform for Harmonized African Health Products Manufacturing (PHAHM) to build a coherent ecosystem for vaccines as well as diagnostics, therapeutics and other health products. Through partnerships with organizations like CEPI Africa CDC is facilitating laying of the technical, and financing foundations required to scale up local manufacturing, support the input material supply chain needs and strengthen health security across the continent.

The Coalition for Epidemic Preparedness Innovations (CEPI) is an international initiative with a mission to accelerate the development of vaccines and other biologic countermeasures against epidemic and pandemic threats so they can be accessible to all people in need. By enabling the development of suitable vaccines against pathogens, which may cause epidemics, CEPI aims to stop epidemics before they turn into large-scale health emergencies and pandemics, respectively. In order to avoid future humanitarian disasters caused by epidemics and pandemics, vaccines should be readily available where and when needed most. The Regionalized Vaccine Manufacturing Collaborative (RVMC) is focused on accelerating this transformation, supporting initiatives to ensure that regionalized vaccine manufacturing is economically sustainable and contributes to a growing global demand for vaccines.
