EXECUTIVE SUMMARY
Antimicrobial resistance (AMR) remains one of the most pressing global health threats, with disproportionate impacts across Africa. If urgent and coordinated action is not taken, AMR is projected to significantly increase morbidity, mortality, and economic losses across human, animal, and environmental health systems. Beyond human health, AMR threatens livestock productivity, food security, trade, and the livelihoods of millions of smallholder farmers across the continent.
The burden of AMR is further exacerbated in fragile and conflict-affected settings, where health systems, laboratory capacity, surveillance systems, and veterinary services are often weak or disrupted. These contexts require tailored, flexible approaches, including community-based surveillance and service delivery models, to ensure no Member State is left behind.
Over the 2020–2025 period, the Framework supported progress across key areas: Member States increased adoption of National Action Plans (NAPs), strengthened One Health coordination mechanisms, expanded AMR and antimicrobial use (AMU) surveillance systems and improved laboratory capacity and workforce development. Access to diagnostics, antimicrobials and vaccines increased, alongside improvements in Infection Prevention and Control (IPC)/ Water, Sanitation and Hygiene (WASH), Biosecurity and antimicrobial stewardship.
Despite these gains under the 2020–2025 Framework, progress has been uneven, with significant gaps remaining in implementation, sustainable financing, multisectoral coordination, equitable access to services, and accountability. These challenges underscore the need for a more focused and action-oriented Framework for 2026–2030.
