Consultancy to Scaling of the Africa CDC Continental Public Health Data Intelligence (HDI)

REQUEST FOR PROPOSALS

The Africa Centres for Disease Control and Prevention (Africa CDC) invites qualified firms to submit proposals for the Scaling of the Africa CDC Continental Public Health Data Intelligence (HDI).

The service request for Phase 2 of the HDI platform is focused on enhancing and expanding the existing platform delivered in Phase 1, while preserving and reusing the current system architecture and investments.

Interested firms are requested to submit their proposals in accordance with the requirements and instructions set out in the Solicitation Document.

Interested bidders must demonstrate experience in delivering large-scale data platforms, deploying solutions on both on-premises and cloud environments (especially Azure), and implementing federated public health and AI-driven systems. They should have strong open-source expertise, experience working with governments and sensitive health data, and the ability to enhance existing systems incrementally while preserving Phase 1 investments.

Objective of the Phase 2

Phase 2 aims to enhance and scale the existing HDI platform to enable secure public health data sharing, advanced analytics and AI-driven disease intelligence, reliable performance in low-connectivity environments, and strong governance, privacy, and compliance controls. The project must ensure long-term sustainability and continue building on the existing Phase 1 platform without replacing or redesigning it, while clearly documenting reused components and unchanged architecture.
