Addis Ababa, 20 November 2025 — The Africa Centres for Disease Control and Prevention (Africa CDC) participated in the Pandemic Fund (PF) Board Meeting held in Kigali, Rwanda, from 17–19 November 2025. The Pandemic Fund remains the world’s leading financing mechanism dedicated to strengthening Pandemic Prevention, Preparedness, and Response (PPPR), with around 50% of its global investments directed towards building the core capacities of African countries.
In line with the vision of Africa’s PPPR Champion, H.E. President Cyril Ramaphosa, Africa CDC continues to work tirelessly to ensure that African Union Member States mobilise stronger domestic resources whilst securing complementary, predictable, and better-aligned external financing from global partners, championing the vision of Africa Health Security and Sovereignty.
Africa CDC applauds the Pandemic Fund for approving a total of USD 500 million during this Third Call for Proposals, of which Africa is poised to receive USD 234 million, corresponding to 47% of the approved proposals. This outcome confirms Africa’s growing leadership in PPPR investments and the continent’s strengthened capacity to design high-quality, technically robust proposals. Africa CDC congratulates Priya Basu and the entire Secretariat for their leadership and for supporting PF Board Members in reaching these decisions.
H.E. Dr Jean Kaseya, Director-General of Africa CDC, stated:
“Preparedness is not an abstract concept, it is the difference between an outbreak contained and a crisis that spreads. The funding approved for Africa will help countries build the systems that keep communities safe, especially in cross-border areas where risks are highest. We appreciate the consensus reached by the Board and the trust placed in the proposals submitted by our Member States. Africa CDC will continue to support countries to turn these resources into stronger capacities on the ground.”
Since Africa CDC and WHO established a joint mechanism to support AU Member States in preparing high-quality submissions, the continent has witnessed a significant improvement in both the technical quality of proposals and in the overall volume of financing secured. This progress reflects stronger national leadership and growing confidence from global financing partners.
Africa CDC also commends the collaborative efforts of all Pandemic Fund Board Members. As Co-Chair of the G20 High-Level Independent Panel (HLIP)—which called for a sustainably resourced and appropriately structured Pandemic Fund—H.E. Dr Jean Kaseya worked closely with Board Members to facilitate constructive dialogue and develop scenarios that ensured all donors, including the United States of America, could reaffirm their full commitment to the PF’s mission. Africa CDC welcomes the consensus achieved and the renewed support from all partners for the Fund.
Africa CDC reiterates its unwavering commitment to work with the Pandemic Fund, global partners, and AU Member States to continue building a safer, better prepared, and more sovereign Africa, in line with the vision of Africa Health Security and Sovereignty (AHSS).
