Bil is an accomplished public health professional with over 15 years of strategic leadership experience in global health, women’s rights advocacy, and large-scale program management. With a background in medicine, public health, and business administration, she has successfully led diverse teams and operations across low- and middle-income countries, often in challenging legal and social environments. Bil has a proven track record of integrating strategic planning, risk management, and program monitoring to advance public health goals. She is fluent in English and French, and her technical expertise includes program evaluation, partnership building, fundraising, and data analysis. She is affiliated with notable organizations such as the Royal Society of Medicine, Women in Global Health, and the Project Management Institute.
Before joining Africa CDC, Bil was the Regional Director Africa with Ipas, and has spearheaded a regional expansion strategy that significantly increased the organization’s footprint in nine new countries, enhancing access to healthcare for women. She has cultivated key partnerships, contributed to revenue growth, and led initiatives that improved team productivity and program success rates. Prior to this role, Bil held various leadership positions, including Program Manager and Research, Monitoring, and Evaluation Advisor at Ipas, where she strengthened program and financial management systems, increased fund utilization, and improved data-driven decision-making processes. She also contributed to health policy development and technical assistance across different regions.
She holds a Doctor of Medicine, a Master of Public Health from Emory University, and a Master of Business Administration from Johns Hopkins University.
