PREAMBLE
We, the Ministers of Health and Finance of the Member States of West Africa, gathered in Dakar, Senegal, from October
17 to 19, 2025, for the High-Level Regional Forum on Vaccination in West Africa,
In the presence of representatives of the African Union Commission, the Africa Centers for Disease Control and Prevention
(Africa CDC), Gavi, the Vaccine Alliance partners, research institutions, the private sector, civil society, and communities,
- Considering the African Union’s Agenda 2063, which calls on African States to build resilient and
sovereign health systems capable of ensuring universal and equitable health coverage; - Considering the Abuja Declaration, which commits states to allocate at least 15% of their national
budgets to public health; - Considering the Addis Ababa Declaration on Immunization, which calls for immunization to be
made a political priority at the highest level; - Considering the Abidjan Declaration, which supports increased mobilization of domestic resources
to strengthen national immunization programs; - Considering the Astana Declaration, which reaffirms and reinforces the Alma-Ata Declaration, recognising
the fundamental role of primary health care in achieving health for all.
REAFFIRM our collective commitment to ensuring universal access to immunization and primary
health care (PHC) as the corner stone of African health sovereignty and Universal Health Coverage
(UHC);
