1. INTRODUCTION
1.1 Purpose of the Manual
This Organizational Risk Management (ORM) Manual is designed to provide the Africa Centers for Disease Control and Prevention (Africa CDC) with a comprehensive approach to identifying, assessing, and managing risks across its programs and operations. The manual illustrates how risk management is embedded in organizational systems, tasks and processes to ensure full integration at all levels and work context. It describes key principles, elements and processes to guide all staff in effectively managing risk, making it part of day-to-day decision making and business practices. The objective of the Organizational Risk Management Manual is to align the Africa CDC risk management approach with the Agenda 2063, the New Public Health order, the Lusaka Agenda, pandemic preparedness and One Health Approach while enhancing the compliance with ISO 31000 by establishing a structured and proactive organizational risk management system that will help ensure Africa CDC’s mission to promote health security across the continent is achieved with minimized exposure to potential risks.

1.2 Overview of Africa CDC
Africa CDC is a specialized technical institution established by the African Union to strengthen the capacity and capability of African countries to detect, prevent, and respond to infectious diseases and other health threats. Africa CDC operates at both the regional and continental levels and partners with a wide array of organizations to improve health outcomes. Africa CDC’s vision and mission statements are as follows:

Vision statement
A safer, healthier, and prosperous Africa, in which Member States are prepared to timely prevent, detect, and respond effectively to public health threats and outbreaks.

Mission statement
Strengthening Africa’s public health institutions and systems’ capacities, capabilities, and partnerships to timely prevent, detect, and respond effectively to public health threats and outbreaks based on evidence-based policies, programs, and interventions.
