1. INTRODUCTION
The Africa Centres for Disease Control and Prevention (Africa CDC) is a continental autonomous health agency of the African Union, established in January 2016 by the 26th Ordinary Assembly of Heads of State and Government and officially launched in January 2017 to support health initiatives and strengthen the capacity of Members States’ public health institutions. Africa CDC plays a critical role in strengthening public health systems across Africa.
The internal audit unit is essential for ensuring that Africa CDC operates efficiently, effectively, and with integrity. This Internal Audit Charter serves as a robust framework that supports a transparent, accountable, and effective internal audit function within the organization and outlines the framework for the internal audit function, its authority, and its responsibilities.

1.1 Purpose
The internal audit function strengthens Africa CDC’s ability to create, protect, and sustain value by providing independent, risk-based, and objective assurance, advice, insight, and foresight to the board and management. The primary purpose of the Africa CDC Internal Audit function is to provide independent, objective assurance and advisory services designed to add value and improve
the organization’s operations. Its main objectives are to:
1.1.1 Develop and implement a risk-based audit plan aligned with Africa CDC’s strategic objectives.
1.1.2 Enhance organizational governance by identifying areas for improvement in risk management and internal controls.
1.1.3 Support strategic decision-making and effective oversight through advisory services and insights.
1.1.4 Safeguard Africa CDC’s reputation and credibility with stakeholders.
1.1.5 Ensure alignment of Africa CDC’s strategy with public interest.
1.1.6 Foster a culture of transparency and accountability within Africa CDC.

1.2 Audit Principles
Africa CDC’s internal audit function operates effectively when:
1.2.1 Audits are conducted by competent professionals in accordance with The Institute of Internal Auditors (IIA) Global Internal Audit Standards.
1.2.2 It maintains independence through direct accountability to the governing board. Internal auditors are free from undue influence and committed objective assessments.
