Africa Centres for Disease Control and Prevention (Africa CDC) is a specialized technical institution of the African Union established to support public health initiatives of Africa Union Member States (AU MS) and strengthen the capacity of their public health institutions to detect, prevent, control, and respond quickly and effectively to disease threats. Africa CDC supports AU Member States in providing coordinated and integrated solutions to the inadequacies in their public health infrastructure, human resource capacity, disease surveillance, laboratory diagnostics, and preparedness and response to health emergencies and disasters.
The “Strengthening One Health Coordination in Africa: Support to Africa CDC” is a jointly cofinanced action of the European Union, the German Federal Ministry for Economic Cooperation and Development (BMZ) and the Agence française de Développement (AFD). The Action is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and the Agence Française de Développement (AFD). The part of the Action implemented by GIZ is part of the BMZ commissioned projects “Strengthening Crisis and Pandemic Response in Africa in the African Union” and “Global Programme for Pandemic Resilience, One Health (GP PROH)”.
The Action is part of and contributes to the Team Europe Initiative with Africa on Sustain-able Health Security using a One Health Approach (TEI HSOH) in the context of European Union and Team Europe and African Union engagements in health.
The Overall Objective of the Action is to strengthen health security in Africa through strengthening One Health surveillance and early warning surveillance of emerging threats from wildlife and livestock, and here specifically by strengthening Africa CDC’s institutional and operational capacities for the coordination of emerging zoonotic disease surveillance, prevention, preparedness and response.
In fulfilment of its mandate as the continental autonomous health agency of the African Union,
Africa CDC recognizes effective partnership and grant management as a key function of its newly established Partnerships and International Cooperation Division. To this end, GIZ seeks to support Africa CDC with the recruitment of a Senior Technical Officer – Resource Mobilisation to strengthen its institutional capacities for resource mobilisation. Hence, GIZ invites applicants who are citizens of African Union Member States to apply for this position.
Core Tasks
In your role as the Senior Technical Officer – Resource Mobilisation, you will play a critical role in securing financial resources for Africa CDC to meet its strategic objectives. Reporting to the Head of Partnership and Grant Management, this position will focus on identifying funding opportunities, developing and implementing resource mobilization strategies, and managing relationships with donors and other funding partners. The role also involves overseeing grant acquisition and management processes to ensure compliance, maximize funding impact, and contribute to the sustainability of Africa CDC’s programs.
Where appropriate and reasonable, you will perform further tasks assigned to you by your line manager outside the scope of the job description.
This position is assigned to GIZ salary band 4 (AU P3).
Main Activities
A. Resource Mobilization Strategy Development:
- Lead the development and implementation of comprehensive resource mobilization strategies that align with Africa CDC’s mission and objectives.
- Identify new and diverse funding sources, including government agencies, multilateral organizations, philanthropic foundations, and the private sector.
- Develop funding proposals that are tailored to the needs of potential donors and aligned with Africa CDC’s strategic priorities.
B. Donor Engagement and Relationship Management: - Build and maintain relationships with current and prospective donors to ensure longterm partnerships and sustained financial support.
- Engage with stakeholders to identify synergies and opportunities for collaboration that can drive resource mobilization efforts.
- Serve as the primary point of contact for donors, managing communications, reporting, and donor relations to foster strong partnerships.
C. Grant Acquisition and Management: - Lead the grant writing and application process, from proposal development to submission, ensuring high-quality submissions aligned with donor requirements.
- Manage the full lifecycle of grants, including budget management, reporting, and compliance with donor guidelines.
- Collaborate with program teams to ensure that grant-funded projects are effectively implemented and monitored in line with donor expectations.
- Ensure timely submission of financial and narrative reports to donors, providing transparency and accountability for the use of funds.
D. Capacity Building for Resource Mobilization: - Provide training and technical support to Africa CDC staff and member states on resource mobilization, grant writing, and donor engagement.
- Develop tools, templates, and best practices to enhance the capacity of internal teams in resource mobilization activities.
- Stay abreast of industry trends, emerging funding opportunities, and innovations in resource mobilization to keep Africa CDC competitive in securing funds.
E. Strategic Partnerships and Alliances: - Cultivate partnerships with key stakeholders, including governments, international organizations, foundations, and the private sector, to expand Africa CDC’s resource base.
- Negotiate and formalize partnership agreements that align with Africa CDC’s resource mobilization goals.
- Work closely with Africa CDC’s divisions and technical teams to integrate resource mobilization activities into the overall strategy of the organization.
F. Monitoring, Evaluation, and Reporting: - Establish systems to track and evaluate resource mobilization efforts, including the development of key performance indicators.
- Ensure the timely preparation of reports on resource mobilization progress, donor engagement activities, and grant performance.
- Provide input into program evaluations to demonstrate the impact of funded projects and build credibility with donors.
G. Communication and Advocacy: - Work with Africa CDC’s communication team to develop and implement donor communication strategies that highlight the impact of their contributions.
- Advocate for Africa CDC’s work in global and regional forums, showcasing success stories and program impacts to attract additional funding.
Day to day supervision will be from the Head of Partnerships and International Cooperation in Africa CDC with formal line management from GIZ.
Qualifications
a. Functional skills - Good knowledge on the key functions, methodologies and dynamics of resource mobilisation in intergovernmental settings;
- Proven knowledge and understanding of resource mobilisation in Africa;
- Established ability to manage deliverables, resources and adapt quickly to change and remain effective;
- Strong grant writing skills with a track record of developing winning proposals for largescale funding opportunities.
- Leadership and capacity-building skills, with experience in training teams on resource mobilization and grant management processes.
- Excellent communication skills, both written and oral, with the ability to effectively engage with diverse stakeholders.
- Familiarity with public health challenges in Africa and experience working with multilateral organizations and donor agencies.
- Cultural sensitivity and the ability to work in a multinational and multicultural environment.

Education and work experience requirements - Master’s degree in public health, Business Administration, International Relations, Development Studies, or a related field.
- 5-7 years of proven experience in resource mobilization, fundraising, or grant management,
ideally in a public health, development, or international organization context.
Experience - Demonstrated success in securing significant funding from a diverse range of donors, including governments, international organizations, and foundations.
- Proven ability to manage donor relationships and partnerships, with experience in donor reporting and compliance.
- In-depth knowledge of donor regulations, compliance requirements, and best practices in grant management.
- Experience in financial management, including the ability to manage complex grant budgets.
Language
Proficiency in English is essential; knowledge of further African Union working languages (French,
Arabic, Portuguese, Spanish or Kiswahili) would be an added advantage.
